starter / (?) question

My 95 4runner has recently developed a problem: when I turn the key to start it, everything seems OK ( lights, relays, pumps seem OK), but the engine does not turn over. IE, I hear a "click" but engine does not turn over. If I keep trying, eventually (usually) it will turn over. (10-20 trys). Yesterday morning it was colder (25 degrees) and I could not get it to start.

Does this sound like a bad starter ?

the same thing is happening to my 88!!!
my dad says it might be the ignition switch or the solinoid???
