Starting issue '87 22re - explained - need assistance

Hi all,
I've read many different starting issues on this board, but I may have a new description (or at least I haven't found this symptom description yet).
Scenarios:
Engine completely cold (sitting off for at least 4-6 hours) - the truck fires up on first crank, no questions.
Engine recently operating prior to start (engine has been off for 1 second to ~5 minutes) - the truck fires right up, no questions.
Engine semi-recently operating prior to start (engine has been off for ~5 minutes up to ~3 -4 hours) - This is where an issue arrises. To get started I do 1 of 2 things; 1, crank for 1-2 seconds then stop crank, then crank again for the easy (80% of time) start. 2, crank the starter and hold the crank for approximately 6-8 seconds, to result in a start. Neither of these two approaches give me a "clean" start either, it's sort of boggy until idle settles in.
Fuel rail pressure test shows - 38psi.
Thoughts on should I look at electrical or mechanical first?
