Toyota has Part Number PT347-89101 that’s not an envelope. It’s made to use with for the Sliding Cargo Tray. However some have used this net even without it. I don’t have either this Spider Net or the Sliding Cargo Tray so I can’t personally say if this would work or not. Others have used carabiners to attach to the d-rings in their trunk to hold it down. Found it on Amazon for $31.

I have one, but don't use it. It appears a bit small and not very sturdy. I usually put small stuff in a box or small tool bag instead. I have the envelope too, same story.
I have one in another vehicle that is very well made, you could put a small kid or dog in there and they would not be able to get out.

I'm using a generic 36" x 60" bungee cargo net. It works on the Baja Rack as well as on the rear area with multiple hooks all around. I've bought several S-clips made by Nite-ize, and I use these to gather loose portions of the net on itself after I have set the perimeter hooks. The 1" ones work, but in hindsight I would have bought 2" clips for the larger hook area to get more strands of the net into one. Something like this.
