Strip and clean windshield?

When the sun hits my windshield, it is like a million little bubbles in the (what I assume to be the) stock tinting, and it's kind of to the point where it is dangerous! And ideas? I haven't a clue what to do...

Are you sure it's bubbles in a film? Because the stock windshields pit real easy...I know my windshield with 145k miles on it, is almost unbearable in the sunlight due to all the pits. Only good fix is a new windshield, and they're pretty cheap. $150-250 installed.
