Stripped and seized bolt

I am trying to install a RCI gas stank skid on my 2004 4Runner sport and have come across seized bolts. The three bolts on the driver side are all seized from rust and partially stripped too. I sprayed PB blaster on for 2 straight nights now and they still won't budge.

What are my next options? Will extractor bolts work? The area I have to work with seems so small. I don't want to use heat on the bolts because the gas tank is right there.

Any access to impact tools?

You may be SOL already. Bust them, then tap/drill them out.
