Surging, lacking power, can't exceed 2k rpms

Any idea what could be causing this? I cannot get it over 2k rpms. It would just keep surging and make this whirring noise.

I just replaced my pump thinking it was the issue and it was not.

Can you get a recording on the whirring noise? Do you have an auto transmission?

It is an auto.

Does anyone know the tps values at wide open? I am getting 3.6 volts from signal wire at wot. I think it is supposed to be 5 but i hear some models peak at 3.5.

That was going to be my next guess. I'd look for you but my 4Runner is down and out so I can't, I had measured mine a year or so ago. Seems like TPS issues are rare but they can happen. Do you still have the paint marks visible on the TPS sensor? Was any work done recently on your vehicle that started the problem?

Could also be a failing transmission, they make a whirring noise when the have gone bad. If the torque converter isn't working you'll have no power but the engine will rev just fine. Sound like the engine itself is stumbling though, so it's probably engine related and not transmission related.
