Tach issues

Hoping someone could help point me in the right direction.

I have a '99 4runner and the tach is only working under full load. As soon as I let off pedal it drops to 0rpm and stays till the pedal hits the floor. Any ideas, beacuase I am at a total loss on this one?

I am having the same issue on a 1999. mine stays at 0 until I hit the gas, but I don't need the peddle to go to the floor, it will bounce back up as I give it some gas. but overall the RPM's stay at 0 until I give it some gas... even going normal speed (40-60mph) if I let off the gas the RPM gauge will drop down to "0"
