I have a 1995 4Runner that wants to hang up in 4H. The lever shifts back to 2H, but many times the light stays on 4WD and if feels like its in 4H. It will sometimes shift by rocking the throttle, but sometimes it takes stopping, putting it into 4L first or backing up a little. How can the shifter lever work okay without shifting the tcase?

You should back up every time after shifting back in to 2wd. :rtfm:
When you shift in to 2wd, your transfer case is going into 2wd. But the light is linked to the slide collar in the front axle. Backing up releases the pressure on the gears allowing it to slide back to "2wd" mode.

Mine gets sticky sometimes too.
I drive a foot in 4. then neutral, into 2wd, then reverse a few feet, then back into drive. usually does the trick. but if vac lines are troubling you, try giving it a little gas when you shift

out:Thanks for the explanation on the slide collar and the vacuum line. At least I know there is nothing wrong with it. It just seemed from what I have understood that I could shift on the fly, which I usually can if the surface is ice or snow. It helps to be able to picture what is going on under there.
