Hi, would these bad boys fit on a 05 4runner?

I don't know, 17X9 seems pretty wide. What offset options? Does it come in a 6X5.5 bolt pattern because from the pics it looks like a 5 lug pattern.

Depends on where you are and who you take it to.

GYoter got his done for $45 a wheel. I could not find a reputable place for anything less than $75 a wheel.

Without a lift I would doubt it. You would have to trim the plastic inner fenders too depending upon which tires (width/profile) you select.

9" wide tires would be cool for 285 x 70 x17 but that will definitely require a lift and serious trimming.

I'm running the stock wheels with 275's and they fit with no trimming but a lift is pretty much necessary for clearance unless you don't want to turn corners:
