Unfortunately the Supreme Court has held many times that the 10th Amendment adds nothing to the Constitution and uses the Commerce Clause to uphold Federal control of most anything, even if it is not in commerce across state lines. The theory is it (whatever the subject is) 'could be' in commerce and if so would influence commerce and that is good enough.
Further, the Supreme Court has ruled time and again on the various amendments and found several of them that do not apply to the states at all. How weird is that ?
