When I was cleaning my throttle body this weekend I noticed that it wasn't opening fulling while holding the lever open. Want i did notice it it feels like its not grabbing to open in until a half of a rotation.

any suggestion on how to fix this?

01-02 have an electronically controlled throttle body. the cable from the pedal turns a rod that rotates a sensor in the throttle body. this throttle position sensor tells the ecu where the pedal is which allows the ecu to control the throttle with a motor housed in the throttle body. however the pedal is still mechanically linked to the throttle. you can actually feel in the pedal when it starts to open the throttle with the engine off. this is designed as a fail safe incase the motor or sensor fail.

If you have to adjust the idle you can move the tps, however the ecu will automatically adjust the idle within about a half tank of gas.

What he said ^^

The pedal will not open the throttle body all the way, hence the electronic motor. Sounds like it's working exactly how it's supposed to.

Mine has this too..

"So its basically a fly by wire throttle.... with a throttle cable"

Um, yup.

If you do it again with the ignition on (not running.....lol) you'll see it open "normally"

Out of interest do these type of throttles on 4runners have electronic line pressure control for the gearbox too, or is there still a cable?
