Throttle weirdness

I have a 1990 Toyota 4 Runner and right now the throttle acts very weird. There are times when I'm driving down the road and the RPM is sitting right around 1000, but if I step on the gas, the engine will shoot up and sit between 3,500 to 4,000 rpm for no reason it seems. If I stomp on the gas pedal sometimes it will drop it right back down to about our pm sometimes it'll keep it at 4000.

Any ideas on where to start?

Is it a 5-speed, or automatic? It does sounds like transmission trouble. When it jumps up, does it feel like you're loosing power, or is it just downshifting too many gears (4th to 2nd)? there is a throttle cable that goes to the transmissions on automatics that seems to control some aspects of shifting. Find a copy of the factory service manual, if you don't have one and check the trouble shooting section. There are several tests and things to check and adjust for what you describe.
