I just recently purchased a 2006 4Runner with 88k miles on it that did that. When I took a look under the front, it was obvious the lower control arm bushing where shot so I replaced them and it got better, but didn't go away. The truck had this feeling I can only describe as 'heavy' when I was breaking. The I noticed some fluid coming out of the shocks. Took it to get looked at and was told the shocks were pretty much toast. Since I was planning on lifting it at some point, I went ahead and had the whole suspension upgraded to Bilstein shocks/OME springs and now it drives like a dream!
Not sure if that helps you, but that has been my experience so far.
i had somewhat of the same symptoms in my tacoma - there was slop in the drive axle that would kind of bind under stress. i have yet to get under it and look. are there zerks in the drive axle on an 08 4runner?
