I'm the orig owner of a 98 4Runner SR5 3.4L - it only has 68K mi, looks and runs like new. Does "it's not the years, it's the mileage" apply to the TB?

Not really... I'd be concerned if my belt was over ten years old. The 4th gen V8's clearly give a mileage OR age statement. I don't know what the 3rd gen is but 4th V8 is 90k or 108 months (9yrs) IIRC.
