Timing question

So, I took my truck to get smogged but the guy at the smog station (test only station) said that my timing was too high. He said the stock timing should be set at 10 but mine was set at 28? I'm not sure but that would mean that my timing is off by 18 degrees right?

Would I just adjust the timing through my distributor with a timing light or would I have to take off the belt and re-set the belt? the truck runs fine, doesn't feel sluggish or anything, it does idle at around 900-1000rpm when warmed up but besides this, the truck runs fine. Any input would be greatly appreciated. Thanks.

Yes sorry this is the 3vze v6 engine. I'm wondering if this has also happened to anyone else before either.....

Just went thru the same thing yesterday after a major tune-up-----truck seemed to run fine though the timing was around 25 BTDC. Followed the Haynes manual procedure and got her back to 10 BTDC. Runs even much more betterer now.....

(edit to add-----fwiw I always run vacuum checks on all my vehicles. This 3.0 passed with flying colors, and pulls a very steady 19" at idle right now. Very nice. I highly suggest that people pick up one of these vac gauges and test their engines. It can tell you a lot about what's going on inside, as well as exposing those pita vacuum leaks from the three-plus miles of hoses that Toyota seems to love using)
