canadian Tire woes (over 200 price diff. because I ask questions, front 2016 4 runner 265/70/17 duratracs shimmy started their 1 year old, road force balance excessive fail, both tires, tire dude said they had 12 left, got a second opinion they were down to 14 from original 16, 2nd canadian tire wouldnt fix them under goodyear warranty, sends me to original store:toilet:. Now 1 new tire has 8 1/2 stick on weights(didn't even wipe the tire to stick on) and 1 clipped on that has the number 20 on it placed along the inner rim just a bit down from all those stickons. You think this is acceptable weight? In the past I've had those little stickons fly off after a bit and back to $ to balance.

Well, I don't know where you live, and I don't know how you drive, and I don't know the durometer (load range/weight rating) of your Duratrac tires...
But 2/32 doesn't strike me as unusual.
In my own case, 14-month-old BFG KO2 wore down that much also (2/32), and Vancouver has lots of winter rain (low tire-wear season). Mine are harder rubber (Load Range E), and I drive in a "spirited" manner (thanks, KDSS!).
I had similar Duratracs, also Load E, on my Suzuki
for a decade, and they wore a lot less... but it was much lighter than a 4Runner.
As for balance-weight, I guess that's whatever is needed. Some LT-rated tires (my BFGs, your Duratracs) seem to want a lot of weight, sometimes. I've never lost a stick-on weight (usually they're applied on a somewhat-flat portion on the back/inside of the wheel, and centripetal forces generally act to stick them on harder). It's pretty standard to have to use stick-on weights with alloy wheels...

I have had my Duratracs for 2 years now I believe. Great tire and though it does need a lot of weights to balance (Like any AT tire), no real shimmy. I got them in C load since that would be just the right tire for the 4R weight and load range.
Ill probably go a year, or two more years before replacing. Way better than my Super Sports I had to replace every year on my sporty car.

Thoughts:
I'm going on five years with my BFG KO2, load range E, tires and still lots of tread. Also, not that many weights. Not all AT tires need lots of weights, nor replacements every two years.
I use Michelin Pilot Sport tires on my Porsche and Subaru WRX. They last much more than a year, plus they have better grip (handling) than any other tire made.

Yeah, I should get 4+ years out of my Duratracs too (2yr so far), but I also don't let my tread get down too far ether. You are lucky if you don't have many weights added. Especially with E load.
Yes, the PSS are amazing, nothing handles better in wet/dry. But putting almost 30+k a year you will be replacing them every year if you don't let the tread get down too far. Loved those tires!
