I would think so, it's a 15" rim. I have a 10.50, another inch doesn't sound like much to ask for. It might rub, but I have no idea - I've never seen a 32x11.50 on a stock runner.
 
Ive run 12.50s on an 8" and currently run 10.50s on a 6" rim and never had any issues. 11.50s on a 7" wide rim sounds right to me. 4" drop either way. Never had any abnormal wear issues either. Just maintain proper inflation and rotate regularly( arnd 2k-3k). Im running about 24psi and get even wear. Adjust yours accordingly.

The stock 7" rim is too narrow for an 11.5" tire.
The rule of thumb is the tire should be 2" wider than the rim.
The closest standard width would be a 10".
Yeah, you could put it on a 7" rim, but that doesn't mean you should, it will wear badly for one thing.
 
I've run 33x10.50s on stock 4runner rims with zero problems. The lovely Florida weather and sea salt took care of the tires before wear did. I've even gone as far as 35x12.50s on a 8 inch rim before, but I felt that was pushing it. You will be fine, just rotate regularly.

Do you have any type of lift of your truck?
 
I have 33's on mine. Not for long though. Tires came with rims. Going back with 31's. only time i rub is when steering fully turned. Admittedly haven't had them offroad yet. So cant tell you there.

When I had the 33s it had some sort of dealer install lift (maybe 1" or so) slight rub when turning hard and stuffing the tires. On 35s I went with ball joint spacers, add-a-leaf and turned up the t-bars a little. It still rubbed a lot on the trails when turning. My new rig has 31s and I will most likely stick with that size, besides my 3.0 feels pathetic compared to my built 22re.
