Scrape it, or take a wire brush to it, how much comes off? If metal is just crumbling and falling off....run away.
If structural integrity is a risk, or if there are holes that penetrate into the cabin. I'd look elsewhere.
Will they let you take it to a mechanic for an inspection; someone you trust? Might be worth the cost to save you, or not, from pain down the road.

The voice of reason rings true. Why would anyone pay 6k to do that to themselves is beyond me? That was once a good vehicle but now it's a 2.5 ton piece of rusty trouble.

Surface rust looks like all it is. Get a sandblaster from horbour freight and some ramps and get busy on it. some new bolts and you should be good to go. Ya there would be some time spent but hey but at least you wont be dolling your cash out to someone else. i live in western ny. Salt belt of the north Sshhh transmission oil.......

My '04, which lived it's entire life in NY, looks remarkably similar. And that's one of the things that bothers me immensely about Toyota. For as good as they are reliability-wise, the rust underneath is what kills it for me. Frame rot is a real thing, not to mention how crappy it is to work on anything rusted like that. Why don't other vehicles of the same age and subjected to the same conditions look like that underneath?

I've posted it before but Toyota and their engineers were totally out of touch regarding rust for the last 20 years or so. It was like they never knew the US had places that used salt on roads. Luckily I live in South but when the pumpkin of a rear diff rusts thru then the design was not correct.

I would try an air needle scaling tool to remove any surface rust.

I grew up in Minnesota and watched my first car rust apart in a very short time. Then I went to college in Illinois, and it's even worse there. For comparison, here are some pictures of the underside of our 180,000 mile 1998 Grand Cherokee that has spent its entire life in Colorado (taken yesterday). Sorry to post Jeep pictures here, but it's too soon to post any of the underside of our new 4Runner - you'll have to check back in 19 years for that.
Looks like the Jeep may be needing a new muffler soon, though. But it's original, so I can't complain too much about that.

If you were to get it, consider that every time it needed work, the mechanics would have to charge you extra labor to knock that rust loose... and they would likely break other stuff while trying to get to the part that they need to replace. With that much rust, you're looking at busted bolts and a bunch of bolt extractions every time you mess with it as well.
I build classic cars, so believe me on this: you do NOT want to be getting the bolt extractor kit out frequently unless you have the patience of a saint!! It is the worst.
6 grand for that kind of mileage and rust isn't worth it.

As others have said, when service is needed with that much rust your mechanic will cringe. My mechanic asked me once what the hell was going on with mine. I regularly took my 2003 Xterra to the beach and into the water when the dunes were really soft and close to the water. It also went to the mountains in the winter.
