touch up paint for roof rack?

my roof rack has some superficial and deep scratches from loading my kayak. what can i use to touch up or keep the deeper scratches from rusting? is it possible to take the racks off and spray paint them? i thought about painting them with some rustoleam but dont know if its worth the trouble yet.

Mine looked like crap when I got mine. Took them off and had them powder coated. Cost me like $20, but they looked great after that.
