Tow Hitch Won't Line Up With Chassis

Hey guys so I removed my tow hitch (the entire frame) a few months ago for off roading but need to reinstall it and I'm having some issues. For whatever reason I got the drivers side bolted on, but the bolt holes don't line up with the chassis nuts that are welded onto the chassis. They are off by about 1/4". Anyone know what's wrong and why it won't line up?
Since I took the hitch off I added a 2" body lift, and I do notice the 4Runner sags to the drivers side which is probably due to stress actually with the 3" coil overs I have.
Anyways, I'm not sure if that lean has anything to do with the hitch. I didn't have this issue taking it off. It shouldn't be this hard to put 8 bolts on hahaha.

Jack the vehicle up by the frame, get the wheels off the ground and then see if the holes line up?

Start all of the bolts before you tighten any of them down. You said the drivers side is bolted on, leading me to believe that you tightened all of the bolts on the drivers side.

Yeah, this too. wrench a couple of turns on each bolt in a cross pattern and things might line up as you tighten.

I didn't tighten the driver's side all the way down, just got the bolts in and turned them 2-3 rotations. I'll try doing the cross pattern though. Hopefully that works.

I always like to thread bolts and lubricate the hole music before I add the part, when possible. I'd inspect the threads on all the bolts, clean up / replace if needed. Unless the frame moved or you dropped the hitch real hard it should all line up.
