I've got an '07 SR5 and am wondering what is the best route to go to install the necessary towing equipment? Currently no hitch or wiring at all.

You sure you don't have wiring? I have an 08 SR5 that came wired but no hitch. I bought one off a guy with a 2014 on here and installed it in about 20 minutes. Just take the bumper off. The hardest part is taking a dremel to your bumper for the oem hitch. However if you go aftermarket curt makes on that just bolts up and doesn't require trimming. I wanted the ground clearance though and did the OEM hitch. My understanding is all came prewired.

Check with the dealer or at least one of the Toyota parts online sites. I believe all 4runners are "pre-wired" but require a special harness. I climbed under mine and there's a pigtail that plugs into the stock harness (no cutting or splicing). I'm assuming that's a dealership-only piece to attach to a 7-pin connector. For the hitch i'm not sure. I think mine is from the factory/dealer but it sits just below the rear bumper cover. I see others that do exit through a hole in the cover. I'd prefer one of those but not bad enough to swap out my current setup.
