I agree with Fourwd1 as a recommendation. However, I did routinely pull a fully loaded ski nautique behind both an 85 and an 86 4Runner, both obviously with 22RE engines. I didn't have a choice at the time but I have to say that 70 on the interstate was no problem as long as it wasn't up hill.

That boat and trailer weighed well over 3000 lb.
 
When I was towing my boat, I was running BFG AT's in a P235 which are 29" OD.

To be honest, the new BFG MT's are pretty smooth on the highway, even at 70 mph +.

I wouldn't want to tow anything heavy with 31" tires and a 22RE unless it was regeared to 4.56 or 4.88.
