Trailer Connector Wiring Issue

Just got this '06 Gen4 T4R with V8 and tow package about 2 months ago because I wanted to tow a small travel trailer.

Much to my dismay, about a month ago I checked out what was supposed to be the 7 contact round electrical connector only to find that some Dilbert had switched it out for a 4 Flat and chopped up the wiring. (They make adapters, why would anyone do that?)

Anyway, I purchased an aftermarket 7-round and straightened out the wiring except for the Travel Trailer battery charging circuit.

According to the best info I can find, there's a relay just behind the fuse box that is supposed to pull in and connect the Trailer battery to the vehicle's electrical system for charging purposes.

But the relay never pulls in because both sides of the coil (with the relay removed from the socket) have 12 volts measured on them. One side of the coil is supposed to be grounded according to the wiring diagram. Also, the wire leading to the rear of the vehicle from the relay socket is only about 18 gauge - way to small.

Anyone have experience with this?
