So i bought my T4R with a TRD CAI already installed. My question is do i clean the filter and oil it like K&N or what?

Congrats on the runner!
To the question, I would advise cleaning it and re-oiling because there's no way of knowing how long it's really been.
That said, I vote replace with an afe pro dry or aem dry flow rather than clean and oil. I had a k&n with the aem filter and it was great not having to worry that oil was getting sucked in.
