Trouble adjusting parking brake shoes at drum

Hey all,

I wanted to adjust the parking brake shoes since it's not holding like it shpuld, and I park on a hill. I took the wheel off and this is what I'm seeing. No single hole with the rubber plug. The previous owner must have gotten aftermarket rotors. Am I just not trying hard enough, nor am I pretty much out of luck? I can't seem to get at the star wheel

Actually that's how the factory rotors are... don't ask me why they designed it that way because I have no damn idea why. The holes never line up properly and so you're stuck using a very thin screw driver and a flash light to adjust them.
