Troubleshooting help needed - JDM engine installed and starter wont engage

My son just finished installed a JDM engine in a 99 2wd limited 4R. used the harness and parts off the US spec engine.

when the key goes into ignition the door chime rings but no power to the dash warning lights or stereo. turn the key nothing happens at starter. we put a mulit meter on the little wire to starter and nothing when key is turned

we tried other relays and checked all fuses.

I wonder if ECU immobilizer?

My son said there was water in neutral safety switch from flushing heater core when he plugged in the harness

Any and all thoughts or advice on solving this is welcome

Verify the park neutral safety switch is functioning properly.

ACC position still should turn on the radio regardless of the PN switch is connected or not. Door chime works because it has a separate wiring (direct current from the battery). did you try all Bussman (high amp/thermal) fuses? Theses are inside the main fuse box in the engine compartment and well known to burn during engine installation/Starter installation.

I'm the son.
To give some more information, I have checked all of the fuses, replaced the park neutral safety switch. I still need to verify it's good and properly adjust it. To add to the problem list, the windows in the vehicle don't work, climate control doesn't work, hazards work but not turn signals. what I'm finding weird is, while the gauge cluster does not register when the key is turned, I can read the live data for the engine with our obd2 reader when I plug it in and the key is in the on position. I would assume power is getting to the ECU, but who knows, I could be wrong, maybe I missed something in the fuse blocks.

All this from changing an engine? I changed an engine and transmission in my 1997 limited with no circuit issues. Please tell me you used the chassis engine and transmission harness that matches the rig exactly.

I didn't change the harness, it's the one that came with the truck

Most things you've said runs on direct power (ignition off).

At any point did you get the alternator Battery post shorted to the ground?

that is a possibility, I went through a couple days ago and cleaned all of the grounds I could find on the truck, the alternator ground had some oil and road grime on it. I cleaned it up/sanded it to get bare metal and put it back on

If your OBD scanner can connect to another vehicle then the problem is still the ECU or the power going to the OBD connector.

thanks everyone for your help, I ended up diving into the fuse block a little deeper like Nissanh suggested and found that the 120amp bussman fuse for the alt was fried. once it was replaced the truck started with no issue. crazy how that little thing can prevent an entire motor from starting
