Two foglight questions!!!

1) Follow J.A.'s instructions to modify your foglights - Toyota 4Runner Independent use of Fog Light Mod
2) Install HID lights. DDMTuning sells both 35W and 55W. I am using 55W in both the Driving(projection) and Fog. Fog light requires a harness kit to use HID which you can buy from DDM also.

Well you can put HID's in there, i've got 3000k HID's for a real fog effect for inclement weather. As for your question about a driving light, I don't beleive they are aimed anywhere near where a driving light would be. Given the purpose is fog - I would doubt the beam pattern would be a useful driving light even if you could re-aim them sufficiently.

55w kits in the fog housing can burn, happen to me so far, thats why i have to downgrade to 35w, it doess seem less washed out, meaning more of a darker yellow on 3000k, 55w makes it less yellow, have some white. only a good eye can tell the difference.
