toyota south east installed leds under my 4runner as a port installed option. illuminates when you press unlock on keyfob, or when doors are opened.
i've seen this kit available on parts site for toyota south east dealers.

Yep My Southeast Toyota TRD Pro has those. They are pretty cool.

Currently I have to use a switch, but would like to have them come on briefly when I unlock/lock.

Legal in California, except for red lights, and it can't be "distracting." But I think it really depends on the cop. I haven't been pulled over, yet, but I don't run them all the time.
