Unlocking all doors from drivers side

I have tried searching for similar posts, but cant find any with a similar issue. most revolve around the interior locking switch.....which is not issue I am having.

on my 96 SR5, when I unlock the car with the key in the drivers door, only the driver door unlocks. I have tried turning the key twice, and still nothing.

when i unlock the car via the passenger door, all doors unlock. the interior locking switches lock/unlock all doors without issue.

can someone help me?

I had an issue that my driver door wouldn't lock with the auto lock option. I changed out the actuator on the drivers door and it works perfect now. Maybe try messing around with that
 
after removing the door card, inspecting all of the wiring, plugs, link and any connectors I could find, I didn't see anything visually wrong.

is it possible to switch the passenger door locking/unlocking mechanism with the drivers side? I know that one works so at the minimum it can help identify the issue.

(plug the drivers mechanism into the passenger door, and if it unlocks all the doors then I know the mechanism is not the issue, its further downstream...)
 
that is how they are supposed to be. driver door unlocks with one turn, for just the driver. if there are more people, unlock driver door with one turn, turn again, all others open. passenger side they all open with one turn of key. maybe the early ones were like yours, but i have owned an 01-02 and both were the same way.
