very dirty intake manifold on 95, sluggish performance

Hello all, I read thru a few other threads that seam to have similar issues but was looking for a consensus.
My 95 2WD 4runner started sluggish between 1000-2500 RPM

from what i've heard its just a problem with the t4r. when I had a valve cover gasket replaced I also had the intake cleaned

I just replaced the Throttle Position Sensor because it thought it was bad, the book said to check the continuity of two of the points, but I believe that they had the wrong points. I put a new PCV in while I was at it and replace some old VAC hoses. But she
