I realize this is an old thread, but I think you guys just solved a nagging problem for me! Just ordered OEM bulbs, fingers crossed
VSC OFF and TRAC/VSC lights both came on

I have exactly this problem on my 02 runner. I just tried the bulb replacement (back to standard #74) as suggested here and sure enough VSC and TRAC warning lights are no loner coming on when I put the gears in PRND2L. I was about to replace all my ABS sensors as well as the speed sensor, so thank goodness, I saw this thread before doing so. That would have been an expensive trail and error fix.
Same issue resolved with bulbs! This tread is a savior!
I bought a 2001 4Runner with around 304K and it had this exact issue of VSC lights and no CEL (the P in PRND2L didn’t light up though, which I thought literally nothing of). A few weeks after I bought it the CEL came on so I went down that path to find a dirty MAF sensor. I cleaned it and solved the CEL but still was dealing with the VSC. After testing and confirming my P/N safety switch was good I knew there was something electrical. I thought it might be the steering angle recalibration because with 300k who knows what it needs. But every time I checked the scan tool it came up with the C1207 code. I fortunately worked at a Toyota dealer and asked some old friends and they said it could be a short in the switch but unlikely since it operated normally. One said that leds in the cluster and center console caused it so they returned everything to OEM and that solved it. So I looked harder online since I didn’t want to spend the money for one of them to change a bulb. I found this tread and decided that a $9 bulb!!! Was cheaper than someone else doing it for me. I haven’t had the lights come back on and plan to make a quick YouTube video about it since bulbs and labor a way cheaper than a shop or dealer.
