VVT Solenoid ohm rating

I have a 2008 4Runner that I am getting the P0012 code on and have been trying to diagnose the problem. The solenoid is operating correctly and looking at the timing chain tensioner it still looks like there is plenty of adjustment in it. I tested the ohm rating on the solenoid and it was at 13.6. I was thinking this was high, but I can't seem to find the acceptable range for it anywhere, can anyone help me with this. It is the passenger side intake solenoid.

It does move with 12 volt and it moves freely by hand, is there anything else to check? I ran through the diagnostics on it testing to see if it moves with 12-volt, checking to see if it is getting voltage, checking to see if it moves freely, and then a check of the ohm rating which was 13.6. I checked the timing chain tensioner through the window and it looked good so I am not sure what else to check to get this code taken care of. The oil also looks good and I am running the proper 5W-30.

I've read of others having issues with it moving, but not far enough to engage properly. Hard to confirm without pulling the other side to compare though...

Have you checked your oil level ? Resistance specs are 6.9ohms- 7.9ohms at 68 degrees Fahrenheit. Do you have a scan tool ? Try active testing the vvti solenoid. If vvti is good engine will either idle rough or stall once switched on.
