Weird buzzer sound with multiple dash lights on

Hey so my 4runner runs great haven't had any issues with it but when it gets cold out (past minus 10) there must be a sensor getting frozen or blocked or something because there's a very loud high pitched buzzer that goes off and 4 sensors are lit up. The parking brake, vsc trak, vsc off and the abs light. Also a couple times it felt like the brakes were super stiff. Eventually as the car gets warm it goes off. Any help would be greatly appreciated.

Sounds like theres too much water in the brake fluid. Could be freezing in the lines. Have fluid flushed and see if it gets better.
 
Got brake fluid flushed. Still comes on. Could it be an ABS sensor setting it off or something?
Anybody deal with something like this?

It'll be expensive, I can tell you that. (If you go through the dealer)

And I'm not sure why it does it in the cold, that's weird. Also could be the break booster.
