Weird exhaust thingy

I noticed this today while under my 2000 checking the life of my muffler. Does anybody know what this thing does? Its not connected electrically or pneumatically to anything.

Looks like a vibration damper

Pretty sure that's a vibration damper. Essentially just a weight to eliminate resonance in the system from causing annoying noises at certain RPMs.
