Weird idle problems

87 4runner 22RE just swapped out with a new one and now i have lots of problems.

Anyways when i apply my brake my idle surges back and forth between 1k to about 1.3k tell i lift off the brake. Maybe a sensor plugged were its not supposed to be?

I think my cold start is hooked up wrong too cause on a very cold morning 20F-35F my truck will turn after a second and my starter will free and just spin out and i have to apply some gas to get it to start.
I've replaced all the smaller vacuum hose.

Had the same problem after some work I did years back. It's due to two vacuum hoses being reversed on the intake plennum. I want to say that it's the ones that go to the power steering pump...

ill check that out tomorrow, how does the brake have anything to do with the vacuum though?

your power brake booster uses engine vacuum.
