Weird issue

1995 4Runner 3.0 V6

My grandparents said it was running rough and the wipers wouldn't shut off, so I go to check it out.

Turn the key: nothing. Hook up jumper cables and jump start it, it fires up fine and the wipers are off. AS SOON as I disconnect the negative jumper cable from ground, it starts running rough and the wipers start at full speed. Reconnect jumper cable to ground, it goes back to normal.

What's the deal? They said the alternator was replaced last year. I looked at the gauge and the battery gauge is pegged past 18. Voltage regulator issues?

It sounds like you have bad ground from the battery. Check for corroded cables.
 
I forgot to add this but they cleaned the battery terminals yesterday so there's no corrosion on the battery.

I'll check for a bad ground elsewhere though. Thanks.
