Weird noise when it gets cold (Video)

Hey guys so I need some help, I have had this 4runner for 2 winters now and every time I start the car up when it is cold out it would make this weird noise, it almost sounds like something mechanical is breaking. I'll link the video below

The noise would go away when i press on the brake pedal but come back...then after a while all the lights on the dash would come on, Trac control/Brakes/ABS and this alarm would go off like this this...

It is the most annoying thing as I have searched all over the forums and found no one have this issue. Any help towards the right directions would be grateful!

It is weird because it only happens when it is cold out, during the spring, summer and fall it doesn't make this noise

What year is it? It sounds like a failing brake booster

Edit: just realized that trac would be 01/02. I’m guessing that it goes away once the engine get close to operating temperature? That to me would mean the seals warm up and expand allowing the pressure to build up. That would explain your dash lights also. I may be wrong though since I have never owned one with that style booster.

He has the hydraulic unit from the 2001/2002. If this is true about it failing, that will not be a cheap unit to replace. Toyota and their infinite wisdom decided to integrate the ABS pump and actuator all into one on the master cylinder.
 
Yes, sounds like brake booster/masterpump with ABS and dash lights on.

The sound is coming to indicate the worn booster pump. A shop in CA refurbishes those pumps for a decent price. You ship yours out and he will send a remanufactured pump.
 
Yeah, it's your ABS master cylinder brake booster on the out, I had the same issues for a few winters and finally got it replaced this past spring with a rebuilt unit I got off ebay for ~$400, so far so good. Yeah, that's the correct part number. I had the dealer put it in for me, I think total for the install was around $300. This one makes a chirp sound every now and then, so likely not as good as a new unit, but this isn't my DD so I'm hoping it'll last for the foreseeable future.

Yeah man, hope it works out for you. I just meant that the part wasn't perfect, but it's exponentially better than the one I took off, I'm guessing the ebay vendor just rebuilds them and sells them as refurbed. No dash lights or dash alarm in ~9 months since the install, just the weird chirp every now and then.
