Wet carpet

Ok so I found the source on the first try. Had the wife pour water down the drivers side windshield drain and almost instantly water started draining from the hole on the right which is right behind the brake pedal. I have no clue how this hole got here, the others aren't holes they're welds, and this looks like it was the same at one time. The obvious solution is to shoot silicone into the hole, my only concern is once that is blocked, where will the water go next and why is it coming to that area. Is there drain tubes down underneath the lower window grate that may be blocked? I can see down in the grate and the run is clean and free of debris. Thanks.

Sorry to be the bearer of bad news but it looks like some sort of body damage to this truck. Those are not holes that come from the factory.
 
I purchased it knowing it had a front end collision only because I got a price I couldn't pass up. Interesting to know that those were from the repairs. I sealed the hole with silicone so hopefully that fixes the issue. Rain storm on the way so time will tell.
