What are the signs of a bad climate control? Is there a fix?

My 99 Limited has a funky climate control problem. I can adjust the temperature and it will work fine but sometimes I can't turn the AC off, I can't turn the whole climate control off or I can't get it to recirculate the air instead of pulling in fresh air.

When I try to turn it off it will come right back on or not respond at all. Sometimes if I hold the off button down for a few seconds it will turn off.

Is there a fix for this or do I have to get another unit?

I believe the stock climate control was not that well built. I would open it up and see if all the connections inside seem connected well and soldered nice. There is apparently a ribbon cable in there that can come undone.
