What are the specs of these wheels...

Im looking to replace my wheels on my 1997 4runner to the ones below. What are the dimensions of them and can they fit a 31 x 10.50 AT tire? My standard 97 SR5 wheels arent wide enough for anything bigger than a 30 x 9.50 :-/ . thanks!

can they fit a 265/70 tire? if they dont already come with them...
Im pretty sure they are 16's, but how wide?
