What does Toyota spray on the inside of Chrome Bumpers?

I bought a new chrome rear bumper from Toyota for my 02 4Runner. The bumper showed up with a tacky coating on the inside. I was thinking of putting 3M rubberized undercoating on the inside, but don't know if I should leave the factory coating on or take it off? I tried acetone on a small area and it didn't do much... Does anyone know what this stuff is? Any suggestions appreciated.

None of mine came with anything, and I have been through 2 stock rear bumpers.

(Original which was dented when I got it, then a dent free one, and now CBI)

Maybe it's from the previous owner?
