PRO Products Blue Ice - looks like that ice gel ....silicione based, use wet or dry and No Sling on the fenders and flaps.
Goes on nice and shiny but will tone down to a washed matte look after a few nice days....
I use it on my tires but they're all black lettering, if you got white raised letters then you'll want to take a good tire cleaner to get off all the road and brake dust when you wash.
Ony available at Auto Detailing places though.
