What is the part# for these parts and should I replace them?

My 4th gen is fairly rust free, but there are a couple spots like this on the steering and what looks like a brake connection. Is this normal? Or did I buy a flood vehicle? Maybe the last owner got too close to the ocean and didn't give her a proper bath? How should I address it? Thoughts? Thanks!

That is not something I have seen on my 2006. Of course, I live in Oregon so I have zero rust except for the exhaust pipes and brake rotors which is normal. That looks like it was in salt water.
