What is this part?

So I have my running boards off my 99 4Runner Sport, but the front fender flares don't come all the way down. I know you can buy the front mud flaps, but I would prefer not to have the mud flaps, just a personal preference. Can anyone tell me what the piece I circled is? Is it just a front mud flap with the mud flap cut off? The first pic is with the piece, and the second without.

Looks as if its the mudflap piece but without the actual mudflap.. haha

after looking at a bunch of his other pictures, it looks like he cut the part of the running board that would normally be there and left that little piece to cover the gap.

This is my old runner. It's just the mud flap cut down so I didn't rip it off in the rocks and it would cover the gap. Eventually I took it off anyway as shown in the second pic.

Called it. Haha. I've only seen two or three runners make it up the waterfall at hogans and two of them were yours so it's hard to forget!
