What is this part?

This is right ahead of the muffler, welded onto the pipe, and touching NOTHING else...

Is there a purpose for it? Should I keep it when I swap in my new muffler (bolt in)?

Can't say for sure. Maybe it was for a heat shield or hanger of some sort? Perhaps that exhaust is also used in a different type of vehicle as well so?
 
So... keep it? If I do that, I'll have to get a shop to weld it onto the new pipe.

I dont remember what route you decided to go with the exhaust but when I had my muffler and post muffler piping done he chopped the pipe after the dampener thing and then welded it on there. No real point in replacing the pipe prior to the dampener unless it has a hole in it.

I was going to replace the whole section of pipe, I just wrestled the O2 sensor off earlier today (so rusted that the nuts holding it in place were gone, the sensor wasn't super hard to get off).

Am thinking of just leaving the dampener on, and putting the O2 back, and just having a shop weld it into place.
