What is this that's on the panhard bar

Load sensing proportioning valve. It is a lever that opens a valve to allow more fluid to the rear brakes when the suspension is compressed, providing better braking with a heavy load.

You may be able to make a bracket to lift the arm back to the stock position. Or just delete it, block the T-fitting in the front that leads to it, and install a manual proportioning valve.

You should also correct your pan hard bar so that its back to stock angle.

I agree, I am running 4crawlers 4" panhard drop. You will run into problems if you don't fix it such as your driveline hitting the gas tank.

Yup. A little chunk of aluminum flat stock from the scrap pile and a couple extra bolts.

The simplest thing is to disconnect it at the axle and tie the rod up to the frame.
That gives you max power to the rear brakes and the least amount of work.

Yeah will need to work out a new mounting place. Will do that when the new panhard bar gets here
