What to do about rust?

Hello. I was just wondering if I could get some help on what to do with my bumper on my 2002 Toyota 4Runner. As you can see in the photo, there are spots of rust showing through the chrome. When looked at it closely, it seems that the chrome is "peeling" away from the steel of the bumper, and probably given enough would peel all of the way off and leave me with a fully rusted bumper. What are some options? It is possible to some how stop the chrome from peeling and re-seal the spot? Or can I peel all of the chrome off, sand and finish the steel, and then paint it? Thank you very much for your help.

That is what I do when restoring classics. Sand off the rust, paint etc. but a lot more than those tiny spots haha :D Has it gone through and through though?
 
That's probably coming from inside. This is what I had. Stripping it with a sander and painting it black will buy you some time. Eventually I just got a new bumper when I had the extra money.
