Whats this do? Front cover bumper stop?

I found this cleaning my garage and found this cant figure out how it got in my garage. Is it important ??? its number 21 in the diagram.

passenger side fog light cover. I can't think of any reason for it other than spilling on the fog lamp when refilling washer fluid, or if the reservoir exploded?

Was a pita to remove the first time, and just chucked it into the garage, which it seems you did too.

Especially if you have changed fog lamp bulbs or complete assemblies.

Thanks, I installed after market fogs thats where it came from.
 
No, there's only one on the passenger side

It is only needed on the passenger side because of the grille for engine air intake in the right wheel well liner. That will let water in next to the fog. The wheel well liner on the left side has no grille, thus no water in, thus no cover on the fog.
