My answer is no. You just have to remove the covers off the column behind the steering wheel. Turn the wheel side to side and youll see two screws. Remove those and i think there may be another one underneath the column to remove. Then the covers just pop off. Youll see youre switch components and it should be just a couple screws holding the switch on.
 
My question is do I have to remove the steering wheel to gain access to the wiper switch?

The FSM for a steering column assy overhaul (which you don't 90% of but is helpful) is 14 pages long and too big to upload here without breaking it up. Search around for the link to the site that has the zip file of the full FSM if you want it. It's been linked a bunch.
