Wrong Odometer reading

Wow, I bought my 86 4runner a few weeks ago, and the odometer read around 86,000 miles. It didn't look like it only had 86,000 miles, but I planned on building an engine for it anyway so it didn't really matter. I noticed the inspection sticker said 208,000 miles on it, so I'm wondering if the guy I bought it from rolled it back. Can you even do that on that year model without breaking it?

Yes, you can roll back but, what is more easy to do is just change out the gauge cluster.
Check to see if all screws are back in place that hold the cluster in and check for scratches on the screw heads. On a 20 plus year old truck/car most titles will say mileage exempt. It sucks you are finding out the hard way that this was done.

I changed out the cluster in my truck because, I wanted an SR5 cluster with tach. The new SR5 cluster has 30,000 more miles on it than my original one did LOL. When I did change it out I documented the change with pictures and dates of the change, I also kept the original cluster.

Think about it, a 24 yr old truck with only 86K miles? Even a little old lady driving it on Sunday would rack up more miles than that
